Start from November 2024, CIEF officially launched the “Sea Shipping (LCL) Tax Refund” service, specifically designed for suppliers seeking export tax refunds.
Suppliers only need to deliver their goods to CIEF’s Guangzhou warehouse as usual. Using CIEF’s LCL service, the goods will be imported collectively into Malaysia.
This approach not only allows suppliers to declare exports under their own company name but also helps importers significantly reduce import costs, creating a win-win outcome.

Terms & Condition
Please ensure to pack the goods according to their characteristics. The outer packaging of the goods handed over to our company must include a marking. Our company will not be responsible for any loss or damage, delays in shipment, routing errors resulting in transfer fees, etc., due to the absence of a marking. Warehouses will refuse to accept the goods without a marking. Each marking defaults to one shipping address. Any costs incurred due to delivery errors caused by using the same mark for different shipping addresses will be borne by the customer.
Customers must request sellers to deliver goods in well-packaged condition to prevent any damage during transportation. Regarding any damaged goods found upon arrival at our warehouse, our company will not assume any responsibility.

For general sensitive goods, an additional RM30/CBM is charged on top of the regular shipping fee. This includes items such as food products, counterfeit goods, powders, cosmetics, epidemic prevention supplies, health products, pesticides, fertilizers, liquids, tyres, gaming consoles, adult products, etc.
For extremely sensitive goods, an additional RM60/CBM is charged on top of the regular shipping fee, and communication with customer service is required for confirmation before shipment. This category includes items such as motorcycles, beach buggies, tricycles, etc.
If sensitive and regular goods are mixed on the same shipment, the entire shipment will be charged as sensitive goods.
Our company cannot ship if the dimensions of the packaged goods exceed a length of 11.5 meters, a height of 2.5 meters, and a width of 2.2 meters.
The height of the goods must not exceed 2.5 meters, and the length of any single side must not exceed 5 meters. Oversized or overlong goods cannot be delivered and must either be self-collected from our warehouse in Malaysia or delivered via renting the whole transport.
The related expenses incurred due to single items exceeding 1000KG or when forklift handling is not feasible at the China and Malaysia warehouses are to be borne by the customer. In cases where manual unloading is not feasible at the customer’s location, the customer must arrange unloading tools themselves, and all expenses arising from this are the customer’s responsibility.
- Delivery in Malaysia entails delivering the goods to the designated location at the customer’s doorstep. Goods will not be taken inside homes or delivered upstairs. For commercial malls, deliveries can only be made to designated unloading areas within the premises.
Items such as tobacco, alcohol, pharmaceuticals, adult content DVDs, mobile phones, hydraulic products, and jewelry, as well as flammable and explosive materials such as fireworks, batteries, and other prohibited items as stipulated by customs, will be refused. Any losses or liabilities incurred due to misrepresentation or omission of cargo information resulting in clearance issues are the responsibility of the customer.
Fragile, easily torn (including large-area stone products countertops, wooden products, bathtubs, LCD screens, etc.), deformable goods, and large electrical appliances and equipment are generally not accepted for carriage by our company. However, if the customer reinforces the packaging, we may accept carriage responsibility. While fragile items can be palletized, we do not guarantee that they will not be damaged during shipment, and we disclaim responsibility for any damage that may occur during transit.
Loss during the shipment process (from China warehouse to delivery to the customer), compensation will be provided at a maximum of three times the shipping fee of the lost items. (Shipping fees are non-refundable if the goods reached and lost at the destination port). All complaints regarding shortages or incorrect deliveries must be reported to our company within 24 hours of receiving the goods, accompanied by relevant evidence such as external packaging pictures and weight records. Disputes made after this deadline will not be entertained. (For details on the dispute process, please refer to the “Dispute Procedure”). For sensitive goods that are confiscated during the shipment process, compensation will be provided at a maximum of three times the shipping fee of the confiscated items.
For sea freight, compensation for lost goods is calculated at three times the shipping fee without an upper limit. However, we do not accept liability for any indirect losses such as potential gains, actual usage, business opportunities, and similar consequential damages, or any indirect losses caused by delays in delivery.
- If the container is opened and inspected by customs, some packages might face the risk of being opened and subject to sample inspection. Our company is not responsible for any losses caused by this. Please be informed.
- If delays, cancellations, or clearance postponements occur due to unpredictable factors such as weather conditions, vessel or vehicle breakdowns, government directives, stringent customs inspections, war, strikes, etc., our company does not assume any economic or legal liability arising from these circumstances.
- A storage fee will be charged if payment for your order is not received within 10 days after the ETA provided in our IZYIM system. The fee is calculated as Days x RM6 x per cubic meter (CBM). **Note: Customers are responsible for bearing the storage fee in case of a delay request in delivery. The calculation of the storage fee varies based on the circumstances. For more information, please reach out to our customer service.
The maximum weight can accommodate for 1CBM/M3 is 500kg. “Overweight” occurs when the actual weight is GREATER than the volumetric weight. Thus, the HIGHER value weight will be used as final billing charge . The difference between the actual weight and volumetric weight will be displayed as “Overweight” in your order.
The calculation method as follows:
- Volumetric Weight (CBM) = The cubic volume of the actual cargo dimensions.
- Overweight Calculation Formula:
* If the actual weight exceeds the maximum load capacity:
* Overweight CBM = Actual Weight (kg) / 500 kg
Example:
- Volumetric Weight = 0.5 CBM
- Actual Weight = 400kg Calculation: 400kg / 500kg = 0.8 CBM
The final calculation will be based on 0.8 CBM, with your order showing a volumetric weight of 0.5 CBM and an overweight of 0.3 CBM.

It’s crucial to use exclusive tax refund labels for goods intended for sea shipping tax refund service. If standard labels are used and the goods are loaded into the container, the supplier cannot proceed with the tax refund process. This situation is irreversible.
Any payment service available in the Exchange portal can be used.
This depends on agreement with the supplier. Usually, suppliers cover this cost. If supplier insist need customer to bear it, the supplier can pay on behalf first, and you can arrange payment through the Exchange portal.
Due to limited volume for the service, Sea Shipping (LCL) Tax refund service usually take slightly longer shipping times, approximately 4-6 weeks (for the Klang Valley area). If the delivery address is in urban area, it may require an additional one to two weeks.
Customs inspection rates is higher than usual, and samples taken during inspections are non-compensable.
For this type of customs declaration, all solid wood pallets, wooden frames, and wooden boxes must undergo fumigation treatment and display a fumigation mark; otherwise, they cannot be loaded into the container. If the materials are not solid wood, such as plywood or recycled wood, fumigation is not required.

- Minimum charge starts at 0.3 CBM per entity name.
- Before placing an order, confirm with us whether your goods able to go for Sea Shipping LCL tax refund service. If goods are sent to the warehouse without verification, we reserve the right to return them, with all costs borne by the sender.
- Declaration fees must be negotiated with the supplier before make order. If the supplier does not cover them, the customer will bear the full amount.
- Due to low enquiry for processing this service, normally may require 7–10 working days to fit in container. The entire process is conservatively estimated at 4–6 weeks (for the Klang Valley area). Urbanareas may take an additional 1–2 weeks.
- Higher inspection rates apply to this service, and higher chances of random checks by customs. Samples taken by customs are non-compensable.
- Items such as food, cosmetics, and wooden products require an inspection certificate. Wooden packaging (frames or boxes made of solid wood) must be fumigated, while plywood boxes do not require fumigation.
- Ensure the customs documentation is verified before the goods send to warehouse. Once customs clearance is granted, the documents cannot be amended. Any inspection fees will be billed at cost.
- Follow the above instructions for consolidated customs declaration shipments. Mistakes are irreversible, and our company will not be liable for any loss of tax refunds due to such errors.
- Suppliers must provide customs documents and information within 48 hours after the goods delivered in warehouse. Delays in providing these may result in additional costs, which will be fully borne by the supplier.
- Suppliers must declare goods truthfully. If false declarations are discovered, suppliers will bear full legal and all cost responsibility.
- If export permits or inspection certificates are required, the supplier must handle them in advance to avoid issues.
- This service is currently only available for West Malaysia, while East Malaysia is still under preparation.
- CIEF Worldwide Sdn. Bhd. reserves the right to amend any terms and retains the right to pursue legal action if necessary.
