Along with the advanced development of e-commerce and sales nowadays, the consumers and sellers have increased their standards and safety requirement towards electric and electronic products. However, most of them are still confuse and not familiar with the situation whereas SIRIM Certification is needed in order to shelve the products in each major marketplace. So, how does this actually works? It is actually a very simple thing, you will just need to understand the requirement and procedures for SIRIM application.
What is Malaysia SIRIM Certification

[ What is “Malaysia SIRIM Certification”? ]

SIRIM is also known as Standard of Industrial and Research Institute in Malaysia. This is the only certification organization that is owned wholly by the Malaysian Government. Every factories and companies are allowed to apply for SIRIM and use the recognized set of standards to review and obtain permission on electric and electronic products.
 
In short, SIRIM Certification is being used to recognize the safety authentication for electric and electronic products. Whenever any customer that see this “SIRIM” sign, it means by the electric and electronic product are safe to use. Besides, the Malaysian Government has expressly provided that all import electric and electronic products must be certified by SIRIM in order to sell in the market. Moving on, the next thing will be explaining the procedures of applying SIRIM Certificate.
 

[ How to apply for “Malaysia SIRIM Cert”?]

1. Consignment Application Procedures 

Stage One: Test 
Firstly, the applicant must verify the product whether it has passed the product safety test beforehand, and owned a CB report with related Testing Certificate document. 
 
Without CB report: Applicant need to send a product sample to SIRIM for safety test and the test will take about 2 months of periodic time.
 
With CB report: Applicant will need to notarize the product whether it has passed the MEPS test, products that will need to pass the MEPS test are modulator tube, fan, refrigerator and so on. The test will take about 2 months of periodic time.
 
Stage Two: ST COA (Certificate of Approval)
Besides, after the product has successfully passed for the safety test and MEPS test, the applicant will need to submit the related document to SIRIM authority to apply for Certificate of Approval (ST COA). The processing time for the application will take about 2 to 3 weeks.
 
Stage Three: SIRIM Cert 
Lastly, the applicant needs to submit the formal entry file (ST COA) of product. After getting approval from SIRIM, they will arrange an audit to ports or warehouse of the merchant to implement random inspection. This is for the purpose of inspection on product parts and related reports.
 
If you pass the test: SIRIM will take one month to complete the inspection and they will certificate for applicant and inform the applicant to collect the “SIRIM Label”. Then, the applicant must paste the “SIRIM Label” on certified products and bring out to the market.
 
If you fail the test: Applicant will need to send the whole batch of consignment back to the factory and present proof of return, or destroy the disqualified product on the spot.

2. PCS Application Procedures

Stage One: Trademark
Firstly, the applicant needs to make sure that the consignment has its trademark, it will fail to register if there is no trademark. The usage of the trademark may refer to appropriate authorities within one week of query time. If the product does not confront the issue like duplication of name or other related issues, then it may proceed to use the trademark for SIRIM or ST COA registration. After successfully apply of trademark, the third party could make an appeal to authority, if there is no objection or appellate decision, the applicant will get their trademark within 18 to 24 months.
 
Stage Two: Test
Next, the applicant must make sure that consignment has successfully passed the safety test and with the CB report and related Testing Certificate document beforehand.
 
Without CB report: Applicant need to send a product sample to SIRIM for safety test and the test will take about 2 months of periodic time.
 
With CB report: Applicant will need to notarize the product whether it has passed the MEPS test, products that will need to pass the MEPS test are modulator tube, fan, refrigerator and so on. The test will take about 2 months of periodic time.
 
Stage Three: ST COA (Certificate of Approval)
Besides, after the product has successfully passed for the safety test and MEPS test, the applicant will need to submit the related document to SIRIM authority to apply for Certificate of Approval (ST COA). The processing time for the application will take about 2 to 3 weeks.
 
Stage Four: SIRIM Cert
Then, the applicant needs to submit the formal entry file (ST COA) of product. After getting approval from SIRIM, they will arrange an audit to the factory or factory production line to implement random inspection. This is for the purpose of inspection on product parts and related reports also to inspect on the standards and quality controls.
 
If up to standard: Applicant will receive SIRIM Cert within one and a half month.
 
If do not meet the standard: Applicant will receive a non-conformance report, then factory inspection will be conducted for the second time after the rectification process to know whether it is successful or fail for the certificate.
 
Stage Five: SIRIM Label Purchase
The applicant will need to purchase the label from SIRIM, and it will take 7 days for approval. The fee for a label is according to the type of consignment with the price of RM0.50 to RM0.20 each. The applicant will need to paste on the certified product and ready to sell.
